Energy Element Update:

The County of Lassen (County) is seeking a qualified firm or individual to update the Lassen County Energy Element. The purpose of the Energy Element, as provided in its introduction, is “to provide readers with comprehensive energy resource information, pertinent technical background, information on future energy use possibilities in the County, and a concise description of policies and implementation measures in a manageable and useful format.”

The following is a link to the Request for Proposal that is being circulated for the above planning effort: Energy Element Update RFP.  Click HERE for a copy of the Lassen County Energy Element 1993; click HERE for a copy of the Lassen County General Plan 2000.

Basin Management Objectives

The above link is to a web page that will provide information regarding Lassen County’s efforts to implement the Groundwater Management Plan (GMP) adopted by the Board in 2007. Specifically, Lassen County is working to develop Basin Management Objectives (BMOs) for 12 basins determined to be a priority by the GMP. Establishing BMOs creates a monitoring based approach to meeting GMP objectives by providing a management strategy to avoid overdraft and other negative groundwater impacts. The goal of the Lassen BMO project is to organize, plan, and develop BMOs in 12 management areas within Lassen County.

The site provides specific information about the program, provides links to documents, lists upcoming meetings, provides graphics and lists contact information for the project managers.

Lassen County was awarded $250,000 by the California Department of Water Resources for the project. The Board then approved a contract with Brown and Caldwell for $238,000 to provide the necessary consulting services. The remaining funds are paid to Lassen County for administration of the grant. There is no cost share associated with the grant. As part of the contract Brown and Caldwell is hosting the project website. (Posted 7/19/11)
